What Makes International Agreements?: Some Pointers for the Who Framework Convention on Tobacco Control

Abstract:

As part of the follow-up to World Health Assembly resolution WHA49.17, which requested the Director-General of WHO “to initiate the development of a framework convention [on tobacco control]”, the Fifty-Second World Health Assembly will consider in May 1999 whether to establish an intergovernmental negotiating body to draft and negotiate the proposed WHO framework convention on tobacco control (FCTC). This document addresses several frequently asked questions about the FCTC. The document reviews the literature concerning the effectiveness of international agreements, and examines possible ways of enhancing the effectiveness of the FCTC.
