Improving Education in Public Health Law Through the Turning Point Model State Public Health Act

Abstract:

This article discusses a new understanding of public health law, particularly, an enhanced appreciation for the role of law as an essential tool to improving public health outcomes. Public health laws (1) define the jurisdiction of public health officials; (2) specify how they may exercise their authority; and (3) establish norms for health behavior and create conditions in which people can be healthy. These qualities of modern public health law are incorporated into the Turning Point Model State Public Health Act.
