Abstract:

In this Chapter, we set out the pivotal questions relating to the United States approach to nanotechnology and other emerging technologies. We note how the experiences of biotechnology regulation are likely to continue to inform United States approaches. After setting out these principles, we discuss three regulatory experiences and approaches that we believe do and will inform United States regulatory policy going forward. We examine the Coordinated Framework for the regulation of biotechnology and, in so doing, look at the actions of three separate agencies: (1) EPA; (2) FDA; and (3) NIOSH. We conclude with a high-level discussion of the various issues that remain unresolved in the United States approach.
